Inventory transfer approval workflow

Issue Description

Add a multi-step approval for large inventory transfers between stores. Right now anyone can approve any transfer with no oversight.

Why it matters

This feature would improve user productivity and add value to the platform.

Would rejection also notify the requester? They need to know to find stock another way.

This is critical for us. We've had stock disappear between stores with no paper trail. Need accountability.

We have a two-level hierarchy — store manager, then regional manager for high-value transfers. Could this support that?

Would the approver get a notification? The approval is useless if they don't know it's waiting.

We lost track of a transfer once because it sat pending for a week with no one noticing. Approvals would fix that.
